Possible Social and Economic Impact of HIV/AIDS Epidemic on the Republic of Armenia
This study was conducted within the framework of the United Nations Development Program (UNDP) on the basis of the development consultant mission report (Isaac Thompson, Reflection of HIV/AIDS Problems in the Republic of Armenia Poverty Reduction Strategy Paper, Mission Report, UNDP, February 2007). The Study evaluates the current prevalence of HIV/AIDS, the main factors contributing to and the trends of spreading and the medium-term social and economic impact of the epidemic on the RA. It evaluates the potential impact of the epidemic on population growth, employment, social and health services, and the size and growth pace of the GDP. Country-Wide Survey/ Opinion Poll 2006 on Public Perception on Public Services/MDGs at local level
In order to bring the voices of the people to MDG localization and thus PRSP review process, UNDP/Armenia conducted a public opinion poll (POP) in Yerevan and all Regions (Marzes). The main purpose of the poll was to determine the Armenian public's knowledge on human rights and attitudes towards government policies in areas such as poverty reduction, attitudes toward public services, and perceptions about various policy options regarding the MDGs and basic human rights. We hope the exercise would help the decision makers and other stakeholders to learn what the Armenian people believe are the most important targets for improvement, especially at local level. "Voices of the Poor" Report
"Voices of the Poor" report was produced with Participatory Learning and Action methodology within the Poverty Reduction Strategic Paper (PRSP) review process. A participatory track in which opinions and views of the people, especially the poor people themselves, on issues critically relevant to revising the PRSP, were elicited through participatory methods, and the outcome of the process was taken into account in revising the PRSP laid the ground for this publication. A special group of animators was recruited under the auspices of the PRSP Secretariat, who were trained in the use of participatory methods. The methodology introduction and animator training were guided by the Regional Advisor on Poverty Reduction, United Nations Economic and Social Commission for Asia and the Pacific, Bangkok, Dr. Amitava Mukherjee. The Report, in a condensed form, is presented here as "The Voices of the Poor", representing the micro-level perspective on poverty, hunger, education, health, agriculture, and social welfare in Armenia....
National Human Development Report 2006
The National Human Development Report 2007 opens a dialogue; it presents the challenges and opportunities facing Armenia in regard to Human Resource Development. Politicians, educators and the wider community face the pressing need to formulate and commit to a coherent set of policies, plans, goals and priorities for national educational-human resource development. Citizens of Armenia are her major asset and they must be equipped to serve themselves and the nation. The report provides a framework for the dialogue. Cooperation or opposition - this is the dilemma that authorities and the media often face in regard to the enlightenment of the public about the government activities, especially when speaking about sensitive issues. Both parties appreciate the role of media in shaping opinions and attitudes of the society. Government officials recognise the power of media in building public trust towards their activities. At the same time they acknowledge that the media is a leading force for keeping officials accountable through monitoring government performance, ensuring transparency of their activities and exposing abuses. Compilation of legal acts on municipal service
Legal acts on municipal service were developed in the framework of the "Establishment of Municipal Service System" UNDP Project and adopted by the Government of the Republic of Armenia in 2006. The compilation incorporates 13 legal acts, the absence of which makes it impossible to institute the municipal service system in Armenia. To better address the needs of beneficiaries and to provide participatory approach, the drafted legal acts were discussed with the direct beneficiaries in the very early stages of its development and throughout the whole process. The compilation of legal acts is useful for people working in the municipal service system.
Corruption Perception Survey
This nationwide corruption perception survey was conducted by the Center for Regional Development / Transparency International Armenia (CRD/TI Armenia) in August 2006, with the support of UNDP Armenia Office. The survey was conducted to give people a voice for sharing their thoughts on corruption, to specify problematic areas, to reveal manifestations of corruption, and to identify possible solutions to combat corruption. It is hoped that the survey results will facilitate public debates in the country.
