Supporting crisis prevention and recovery
UNDP Country Office in Armenia was established in 1993. The first Programme of Cooperation (PDF document, English version) of UNDP with the Government of Armenia was approved in 1997 for three years. The second Programme of Cooperation (PDF document, English version) constituted the basis for UNDP cooperation with the Government for the period 2000-2004. Since 2005, UNDP operates in Armenia based on the Country Programme Document. The total volume of UNDP programme in Armenia for 1993-2009 amounted to US$ 51million, which included UNDP core resources and donor cost-sharing.
The key areas of cooperation are Achieving the MDGs and reducing human poverty, Fostering democratic governance, Managing energy and environment for sustainable development and Supporting crisis prevention and recovery. The cooperation mandate of UNDP includes policy advice for people-centered development, advocacy, capacity building, institution building, coordination of external assistance, rehabilitation and direct support.

Disaster Prevention and Risk Reduction: UNDP sees disaster risk reduction as one of its priority areas, especially considering the vulnerability of Armenia to both natural and manmade disasters, such as floods, landslides, earthquakes, and droughts. UNDPs support in this area is aimed at strengthening of national capacities for disaster preparedness and risk reduction. It is focused on support in strengthening of legal and institutional framework for disaster risk management in Armenia, including facilitation of the establishment of National Platform for disaster risk reduction.

Strengthening of National Disaster Prevention and Risk Reduction Capacities - Phase II
The project is a continuation of the implementation plan (second phase) contained in the Programme Framework for Strengthening of National Disaster Management Capacities, developed jointly with the Armenian authorities in March 2007. The ongoing project entitled “Strengthening of National Disaster Preparedness and Risk Reduction Capacities” 2nd phase is the continuation of the first phase and aimed at providing support in strengthening of legal and institutional framework for disaster risk management in Armenia. It is of utmost importance to ensure continuation of these efforts in Armenia, especially considering an increased government’s commitment and interest in the area of disaster risk management. Review of legal and institutional framework for disaster risk management in Armenia will be conducted, gaps identified and recommendations for the lean and effective disaster risk management mechanism will be supported. Elaboration of a national disaster risk reduction strategy will be encouraged. As a significant input for the elaboration of this strategy, the risk identification, assessment and monitoring works will be considered.
The project will support to build a strong foundation for the development and implementation of a comprehensive disaster risk reduction system in Armenia that is nationally owned and integrated into the national development plans and programmes.
