Managing energy and environment for sustainable development
2010 Annual Work Plans Improving the Energy Efficiency of Municipal Heating and Hot Water Supply During the year of 2010-2011 UNDP Armenia will continue to work on increasing access to sustainable energy services. UNDP Armenia will help to: (i) improve legislative frameworks to increase energy efficiency; (ii) facilitate to introduction of new technologies for renewable energy; (iii) assist rehabilitation of municipal heat and water supply systems in selected places. In doing so UNDP Armenia will seek for wider donor assistance and partnership with local stakeholder communities and private sector. The activities will be implemented according the project document signed between UNDP and Armenian Government. The AWP will be the instrument referred to as the Project Document in Article 1 of the SBAA between the Government of Armenia and UNDP, signed on March 8, 1995 and ratified on February 9, 2000. Improving Energy Efficiency in Buildings The objective of this Project Preparation Grant (PPG) is to develop a full size project document for a UNDP/GEF project in Climate Change focal area addressing barriers to energy efficiency in the Republic of Armenia by introducing energy performance standards of the buildings. UNDP Armenia will lead the project development process and manage the PPG budget, maintaining project disbursements Including selection and recruitment of PPG consultants (local and international), developing TORs, arranging travel and meetings in close cooperation with National Partners: Ministry of Nature Protection and Ministry of Urban Development. Quality assurance and technical advice for the full project development will be provided by the UNDP/GEF Regional Unit (Bratislava). PPG phase will identify the best fitted project implementation arrangement based on consultations with key stakeholders. As the project idea has also emerged from the Second National Communication and "Armenia - Improving the Energy Efficiency of Municipal Heating and Hot Water Supply" UNDP/GEF/00035799 implementation process the PPG will closely link up and utilize already existing networks of stakeholders. The objective of the GEF full size project is to reverse the existing trends and reduce consumption of electrical and thermal energy and associated GHG emissions in new and restored, primarily residential buildings in Armenia. It will do this by creating enabling regulatory environment, skills and capacity among industry professionals to introduce the principles of integrated building design in Armenian construction practices from the stage of building design through construction to maintenance of the buildings. The support to be provided by the project will combine development of a new regulation (EE building codes and certification scheme) with the training of professionals, demonstration of integrated building design and stimulating manufacturing of new EE materials and equipment. The project will be implemented under the UNDP-led GEF Global Framework for Promoting Low Carbon Buildings with a primarily focus on two thematic approached promoted by the Global Framework: a) promotion and increased uptake of high quality building codes and standards; and b) developing and promoting energy efficient building technologies, building materials and construction practices. The coordination offered by the global program will help Armenia to learn from experiences and best practices from countries with similar EE building projects. The GEF Small Grants Programme During the year of 2010-2011 UNDP Armenia will continue facilitating development of regulatory frameworks for strengthening environmental management to ensure implication of sustainable development practices. UNDP will further increase the capacity of NGO/CBOs through their involvement into the Small Grants Programme - a corporate Programme of GEF. The implementation of Activities of the AWP will be coordinated with activities of other portfolios of UNDP particularly the ones related to the Community Development issues. Enabling Activities for the Preparation of Armenia's Second National Communication to the UNFCCC During the year 2010 UNDP Armenia will continue to work on assisting public institutions help to mitigate effectively the impact of climate change. UNDP Armenia will help to: (i) enhance national capacity to meet its commitments under global environmental management on climate change and (ii) assist in elaborating programmes aimed at adaptation of vulnerable sectors to the climate change, as well as mainstreaming the adequate response measures to the climate change risks in national development policies. In doing so, UNDP Armenia will seek partnership with local stakeholder communities and will assist Armenia in regional cooperation. The Project Document is signed between Government of Armenia and UNDP on 19.04.2006.The top-up activity under regional UNDP/OSCE funding (Armenia, Azerbaijan, Georgia) will bring together leading national experts, engaged in preparation of second national communications under UNFCCC, to undertake technical discussions which will help to decrease uncertainties with predicting potential climate change risks (probabilities, magnitude, timeframe of occurrence, and geographic spread). Adaptation to Climate Change Impacts in Mountain Forest Ecosystems of Armenia Armenia's mountain forest ecosystems having global conservation priority are identified as critically vulnerable to the global climate change. Integration of climate change adaptation measures into the forest management is crucial for ensuring sustainability of mountain ecosystems. The main planned outcomes of the project are: (1) The enabling environment for integrating climate change risks into management of forest ecosystems is in place; (2) Forest and protected area management in the Syunik region integrates pilot adaptation measures to enhance adaptive capacity of mountain forest ecosystems; (3) Capacities for adaptive management, monitoring and evaluation, learning, and replication of project lessons are developed. Lessons from the project are expected to be replicated in other mountain forest ecosystems of central and northern Armenia. Geographic coverage - Syunik marz
Preparation of an HCFC Phase Out Management Plan (HPMP) This project describes the proposed institutional arrangements and budgets for the preparation of an HCFC Phase-out Management Plan (HPMP) for Armenia, which has assigned to UNDP, the responsibility of preparing HPMP. Such arrangements would need: (i) to reflect national context and priorities, national policies and country driveness and consequently would need an agreement of Armenia's Ministry of Nature Protection and its National Ozone Office (Armenia-MOE/NOU) to the proposals contained herein; (ii) to facilitate seamless application of the proposed arrangements to the implementation stage of the HPMP to follow, once it is approved; (iii) to draw upon the lessons learnt from functioning of institutional arrangements and operational mechanisms employed for the Terminal Phase-out Management plan (TPMP) and to the extent possible integrate existing infrastructures; (iv) to be dynamic and evolving, and to be open for revisions and adaptation as necessary in response to evolving situations.
