Climate Change: The assessment of climate changes impact on Armenia’s economic growth quantifying the impacts and adaptation costs expected at different levels of global climate change mitigation, including that of taking no action. UNDP currently assists the government to finalize development of the Second National Communication under the UN Framework Convention on Climate Change, and will extend its activities for calculation of the economic costs of climate change in Armenia and for the provision of advice to the government to mainstream climate change adaptation measures into relevant national policy. UNDP works with the Global Environmental Facility (GEF) to address Climate Change Impacts in Mountain Forest Ecosystems in Armenia, and continues current activities to increase access to sustainable energy services (particularly technical assistance to improve the Energy Efficiency of Municipal Heating and Hot Water Supply in Yerevan, Spitak, Gyumri, Sevan, Kajaran cities.

Sustainable Use of Natural Resources: UNDP addresses local environmental issues through the integration of environmental issues into local level participatory planning. In addition, sustainable management of Protected Areas will be incorporated within national and local policy and planning frameworks, to make sure that local communities have the capacity to access, develop and implement them. UNDP also will help to develop institutional and legal capacities of Protected Areas and strengthen an environmental monitoring system.

UNDP also facilitates the involvement of civil society and community-based organizations in seeking solutions to environmental problems at the local and community level, through the GEF Small Grants Programme, targeting activities under the following GEF focal areas: climate change, conservation of biodiversity, protection of international waters, reduction of the impact of persistent organic pollutants, and prevention of land degradation while generating sustainable livelihoods.

2010 Annual Work Plans

Improving Energy Efficiency in Buildings
The objective of this Project Preparation Grant (PPG) is to develop a full size project document for a UNDP/GEF project in Climate Change focal area addressing barriers to energy efficiency in the Republic of Armenia by introducing energy performance standards of the buildings. UNDP Armenia will lead the project development process and manage the PPG budget, maintaining project disbursements Including selection and recruitment of PPG consultants (local and international), developing TORs, arranging travel and meetings in close cooperation with National Partners: Ministry of Nature Protection and Ministry of Urban Development. Quality assurance and technical advice for the full project development will be provided by the UNDP/GEF Regional Unit (Bratislava). PPG phase will identify the best fitted project implementation arrangement based on consultations with key stakeholders. As the project idea has also emerged from the Second National Communication and "Armenia - Improving the Energy Efficiency of Municipal Heating and Hot Water Supply" UNDP/GEF/00035799 implementation process the PPG will closely link up and utilize already existing networks of stakeholders.
The objective of the GEF full size project is to reverse the existing trends and reduce consumption of electrical and thermal energy and associated GHG emissions in new and restored, primarily residential buildings in Armenia. It will do this by creating enabling regulatory environment, skills and capacity among industry professionals to introduce the principles of integrated building design in Armenian construction practices from the stage of building design through construction to maintenance of the buildings. The support to be provided by the project will combine development of a new regulation (EE building codes and certification scheme) with the training of professionals, demonstration of integrated building design and stimulating manufacturing of new EE materials and equipment.

The project will be implemented under the UNDP-led GEF Global Framework for Promoting Low Carbon Buildings with a primarily focus on two thematic approached promoted by the Global Framework: a) promotion and increased uptake of high quality building codes and standards; and b) developing and promoting energy efficient building technologies, building materials and construction practices. The coordination offered by the global program will help Armenia to learn from experiences and best practices from countries with similar EE building projects. UNDP Armenia will lead the project development process and manage the budget, maintaining project disbursements Including selection and recruitment of consultants (local and international), developing TORs, arranging travel and meetings in close cooperation with national partners: Ministry of Nature Protection and Ministry of Urban Development.
