Why partner with UNDP

UNDP builds its cooperation programme based on its established presence in the regions of Armenia that most need assistance, trusted working relations with the government, focus on sustainability and national ownership, integrity and transparency of partnership arrangements.

UNDP anchors its involvement in key programme areas on its recognized comparative advantage of universality, impartiality, worldwide operations, mandate for coordination, people-centred approaches and capacity to deliver.

UNDP supports public-private partnerships to build strong economies and democratic societies where people-centred development is a shared responsibility of all actors.

UNDP believes that close collaboration in strategic planning and implementation of development programmes and coordinated channelling of financial resources help forge partnerships beneficial for Armenia. UNDP Armenia's partners are the government institutions, national and international non-governmental organisations, Armenian Diaspora, the donor community, and the private sector.

Co-financing development initiatives

Contributions to UNDP Armenia's other (non-core) resources have grown from less than $1 million ten years ago to approximately $4.8 million in 2007. Globally, non-core resources now represent 75% of UNDP's total income. With such an exponential growth, it is critical to ensure that clear and sound principles govern the way contributions to other resources are accepted and managed by the organization.

This section is designed to guide potential partners regarding contributions to UNDP and signing of contribution agreements. Such agreements are legally binding and must be complied with.

One of the main instruments UNDP uses to receive and manage donor contributions to other (non-core) resources is cost sharing (co-financing).

When a partner, such as a donor government or private company, contributes resources to specific UNDP programmes or projects, the arrangement is known as cost sharing. Cost-sharing resources are fully integrated into UNDP's budget and are used in accordance with UNDP's mandates, regulations and rules. Cost sharing co-mingles the funds used to cover the costs of a given set of project outputs, whether they come from UNDP's regular budget or are contributed by various donors.

The cost-sharing modality presents two main benefits:

• The signatory authority is delegated to UNDP Resident Representative in Armenia.

• Administering funds received under cost-sharing arrangements is less cumbersome.

Donor reports are available on a regular basis.
