"Armenia Social Trends" Bulletin

'Armenia Social Trends' Bulletin By signing the United Nations Millennium Declaration in September 2000, the Government of the Republic of Armenia, together with 191 countries, committed itself to eight global goals including the eradication of human poverty. In the years since signing the Declaration, the Government has shown its commitment to the Millennium Development Goals (MDG), in particular reducing poverty, adopting a comprehensive, multi-year Poverty Reduction Strategy in August 2003 aimed at generating high rates of economic growth and redistributing this growth to social programmes for the poor and socially disadvantaged. The United Nations Development Programme is committed to supporting the Government of the Republic of Armenia in its efforts to implement the Poverty Reduction Strategy and achieve the MDGs.

Growth, Inequality and Poverty in Armenia

Growth, Inequality and Poverty in Armenia In this report, international and national consultants led by Professor Keith Griffin, have explored the impact of economic growth on poverty. They have come to a conclusion that the insignificant improvement of poverty indicators during the recent years is mainly conditioned by the unequal income distribution in Armenia, and subsequently by the problem of inequality. The authors argue that the most important recondition for poverty reduction is to ensure economic growth that is oriented toward the poor, therefore is targeted on poverty reduction - a "pro-poor economic growth", as experts call it. The prevailing idea of pro-poor macroeconomic policy is in strengthening the role of the state regulation in market economy, particularly in the spheres of social sector and infrastructures.

Education, Poverty and Economic Activity in Armenia: Situation analysis The "Education, Poverty and Economic Activity in Armenia" has been prepared by a team of independent consultants within the framework of UNDP "Creation of Social Monitoring and Analysis System" project executed by Government of Armenia. The EPEAS (Education, Poverty and Economic Activity Survey) data served as a basis of this report... The Republic of Armenia is one of the CIS countries, which has initiated the preparation of the Poverty Reduction Strategy Paper (PRSP) in 2000. The Interim PRSP (I-PRSP) was adopted by the Government of Armenia in March 2001, and in February 2002 the PRSP Steering Committee approved the Terms of Reference and Guidelines for the fully-fledged PRSP.

Humanitarian Assistance and Community Development Needs in Armenia The Assessment of Humanitarian Assistance Needs was prepared right after the drought of summer 2000. The assessment was made with the realization of the fact that while the country has left the emergency humanitarian phase behind and the international assistance should be primarily aimed at supporting the national development efforts, the most vulnerable population groups may still have specific humanitarian assistance needs that became more acute in the context of the drought.

Labour Market in Armenia: Analysis and Policy The labour market is the largest segment of market economy, which is not subject to simple regulations, and is hard to predict. Of course, it is subject to market laws and rules, but at the same time is highly dynamic and problematic because of the subjective behaviour of individuals (workforce), who form the basic 'substance' of the labour market. Expert studies reveal that emigration, reaching one fourth of the total population in 1991-1993, is basically work related migration. In recent years, seasonal migration has become popular again.
